Position Title: Human Resource Specialist

Department: Pikangikum Health Authority Corporate Services

Supervisor: Chief Executive Officer & PHA Executive Team

Location of Work: Health Hub, Pikangikum First Nation and Remote (Hybrid)

Hours: Business Days from 9:00 AM to 5:00 PM

Position Summary

Located in Pikangikum First Nation, a community of over 4000 people living in beautiful, remote Ontario, the HR Specialist will work within the Pikangikum Health Authority (PHA) in overseeing all human resources functions in the organization.  This includes responsibility for developing, implementing and overseeing HR policies, procedures, and all HR systems along with the associated metrics and reports, to assist leadership in sound decision-making.  The HR Specialist will work closely with leadership and staff to ensure a supportive and inclusive work environment while promoting the well-being of employees.

Reporting to the CEO of PHA, the HR Specialist will provide guidance and support to the PHA for the planning, redesign and operations of HR programs and functions.  This role will work closely with the Director of Finance and Director of Health Transformation and Clinical Services to ensure alignment across the divisions.

Specific Duties & Responsibilities

HR Strategy and Planning:

  • Develop and implement an HR strategy as it relates to current and future needs, recruiting, retention and succession planning, aligned with PHA’s mission and values.
  • Collaborate with senior leadership to identify HR priorities and initiatives.
  • Establish and maintain HR policies and procedures specific to the organization’s cultural context.
  • Lead and support a variety of significant, complex assignments and projects on behalf of PHA to ensure effective linkages, accountability and integration across the organization when formulating and implementing sustainable solutions.

Recruitment and Staffing:

  • Lead the recruitment and selection process, ensuring adherence to fair and equitable hiring practices.
  • Create job descriptions, develop and post job vacancies, and support all stages of the recruitment process including participation as an interview panel member.
  • Create correspondence relating to offer letters, pay increases, employment contracts and other HR documents.

Orientation and Onboarding:

  • Creates an effective Orientation program for new employees, including newly developed PHA programs, such as the PHA Nursing program.
  • Collaborates with Directors and Managers to ensure employees are on track and provide additional resources and advice as necessary

Employee Relations:

  • Promote a respectful and inclusive workplace that reflects PHA values and culture
  • Address employee concerns, grievances, and conflicts in a fair and confidential manner.
  • Identifies and recommends effective employee relations practices necessary to establish a positive employer-employee relationship and promote a high degree of employee morale and motivation.
  • Collaborate with leadership to develop strategies for employee engagement and retention.

Training and Change Management

  • Identify training and performance management needs within the organization, including for any newly developed programs.
  • Track mandatory training including that of the PHA Nursing program.
  • Plan and organize training programs that enhance employees’ skills and knowledge
  • Support programs and strategies that support career development opportunities, including but not limited to the Oshki Wenjack partnership for health service providers.

Compensation, Payroll and Benefits:

  • Work with the Finance Director to support the administration of compensation and benefits programs, ensuring compliance with relevant regulations.
  • Review employee wages, salaries, benefits and allowances as necessary.
  • Review and update salary structures and benefits packages as needed.
  • Provide guidance and support on salary negotiations and equitable compensation practices.
  • Address escalated payroll related inquiries and work with the Finance Director to resolve discrepancies.
  • Analyze payroll data to identify trends and make recommendations.

HR Compliance:

  • Ensure compliance with all relevant laws and regulations, including any related to the Employee Standards Act (ESA), Accessibility for Ontarians with Disabilities Act (AODA), Ontario Human Rights Code (HRC), Occupational Health and Safety Act (OHSA), College of Nurses of Ontario (CNO) as well as any specific policies governing PHA.
  • Protects the interests of employees and the organization, in accordance with HR policies, laws and regulations striving to maintain minimal exposure to risks.
  • Oversee the maintenance of employee records and HR databases accurately and securely, respecting privacy and confidentiality.
  • Prepare and submit required HR reports as required.

Information Management

  • Lead the requirements gathering, development and implementation of HRIS systems and software.
  • Lead and oversee the training and change management to support the operations or HRIS systems and software.
  • Ensure HR information is updated in HRIS systems such as org charts, forms, processes and procedures.

Health and Wellness:

  • Support employee health and wellness programs that align with the PHA’s mission and values.
  • Promote mental health awareness and provide resources for employee wellbeing.
  • Co-Chair and Coordinate Joint Health and Safety Committee meetings.

Qualifications & Skills

  • Post-Secondary Diploma or Degree in Human Resources, Business Administration, or a related field, or an acceptable combination of education, training and experience that is deemed equivalent by PHA.
  • Certification in Human Resources (CHRP, CHRL) is an asset
  • Willingness to take HR certifications and other relevant training
  • Demonstrated experience in HR related administrative functions, policies and procedures within a busy organization.
  • Demonstrated knowledge of northern remote First Nation communities, culture and health challenges.
  • Excellent project management and organizational skills.
  • Effective conflict resolution and problem-solving skills.
  • Knowledge of First Nation culture, traditions, and values is essential.
  • Strong interpersonal and communication skills.
  • Ability to work collaboratively with diverse teams and community members.
  • Understanding of relevant employment laws and regulations.
  • Ethical and confidential handling of sensitive HR matters.
  • Advanced proficiency with Microsoft Office Suite applications including Word, Excel, PowerPoint, database applications and virtual meeting technology.

Conditions of Employment

  • Regular travel with ability to travel by small aircraft, off-road vehicle, boat and helicopter as required.
  • Ability to work remotely as well as on-site in the community.
  • May be required to travel for offsite training or attendance at external meetings.
  • Willing and able to work overtime on occasion.

Salary: Dependent on qualifications and experience

Hours: 9:00 am to 5:00 pm – 35 hours a week
